天地鬼神有許多負責鑒察一切眾生起心動念、造作行為。所以一切善、一切惡，不只是言語造作，起心動念，鬼神都看見。不但看見，而且都有記錄，每一個眾生都有一份非常完整的資料檔案，這不是欺騙人，這不是假的。你看看我們現實的社會，政府機構，每個人從出生到死亡，都有他的資料檔案，它管理這個地方。這些天神、鬼神，為什麼也要保存一份完整的檔案？我們這個地區也是屬於他管理的。城隍管理這個縣市，他有資料，他的資料比我們陽世的政府資料還要完整。
