I have got doubts in cascading....current limiting breakers must be installed throughout out the system to achieve cascading...does let through energy only flow from downstream to upstream or vice versa or both...?

Why are the short circuit currents similar. Phase to Phase or Phase to Earth short circuit ? Phase to Phase would be 440V plus.. Please explain. Is it the impedance of the transformer that reduces the phase to phase current.
