The Pennsylvania owned the track by my hometown (Long Island Railroad) and there is lots of cool Pennsy remnants that can still be seen. I also lived in Pittsburgh which I model which is the heart of Pennsy country. Just too many cool locos and operations to model even though it was before my time. I hope that you enjoy my content.
Yes. If you have the space you could add too much where you slow the locomotive down but I haven't hit that point yet. I just get more pulling power and better tracking of the locomotive. Simply put, I think they run better with some extra weight if you think you're not pulling enough. I hope that helps.
I have the Bachmann Amtrak HO scale Siemens ALC-44 and it pulls like crap it will not pull Walthers or Kato superliner cars or a prototypical Amfleet or Horizon car our club has mountain grades around 2.5% and it is not perfectly flat either HEEEEEEEEELP lol
I'd say take it apart and find weights that can fit to try to get it to pull. I will have a Bachmann Spectrum K4s that I add weight to next month because of the same issue. Go see that episode in my playlist.

My father was an employee of the PRR in Phily. I grew up riding trains all the time . That is where my love of the Pennsy came from.

Would hot glue gun work for sticking the weights?
Heat plus plastic could be a bad idea. Also hot glue is very messy to put in a high dollar machine.
