I think it is meant to symbolize his respect for the temple/sacred grounds, and also emphasize his position as a enlightened monk. He probably could blow all the leaf and dust away in matter of minutes. To use his powers would be to "cheat". To cheat would mean not giving the temple the time that it deserves. If he would cheat, just because he can, that would be disrespectful to the place he regards with great value and respect. And, to use his his powers for trivial tasks would make the accomplishment of said task meaningless, and set a precedent of further trivial uses of his power. Eventually making him distant to the challenges of life and thus making his existence empty and meaningless. Common character development method, have the strong be virtuous by not exploiting their gifts.
