A single SOAP message can include unto 100 notifications
If the response from the other party is not ok then it will try to resend the notification for all those requests which are 24 hours old.

You can do the below
Create a public restful webservice and use that webservice to listen the outbound Message and then parse the response and create the record.

@@sfdcpanther i created one, and used it in postman to get the endpoint url and when i see the outbound log, it shows error 401(Unauthorized)

You need to create a public webservice if the webservice is not public then it will show as unauthorised
