I was in Pais Vasco/Basque Country during the summer of 2020. Masks were not mandatory in public spaces at the time, but that has changed. All 17 regions in Spain now require masks in all public spaces. We are currently in a state of alarm in Madrid and vaccinations continue daily. Spain will open up to all international travelers June 1, 2021 who have been vaccinated and also travelers who have a negative PCR test within 72 hours of arrival in Spain.
