Go 100% Fallout 1, 2, 3, NV, and 4, and you'll see they **do not** mention any other countries, ever.
Canada, Israel, the UK, Arabia and the Middle East (not strictly countries, but even so), Japan, the Soviet Union, and Mexico are all mentioned at one point or another in the games or their associated lore. Those are just the ones I can recall off the top of my head, I'm sure there's at least a few more.
