Great idea! I converted some old GHG Speck Floaters (Semi-active and sleeper) to shell decoys a couple of seasons ago. Got to put them out last year and it added some realism to the spread. This is mostly for dry field hunting for me, but we did get sheet water a few times and they still had enough of the edge that they floated a little and it repositioned them in the spread, so an added benefit.
Make your decoys from Styrofoam. Helped dad make 8 dozen mallards and 3 dozen GW teal almost 30yrs ago. Only duck decoys we use. Super lightweight and the entire spread swims with the slightest of breeze. OH.. and they are "unsinkable" too!

Get you a dremel tool with a cutting wheel. Would be easier and safer. Otherwise, I like it.
