Ok, the EWG as the name suggest has the ability to withdraw electrons from atoms rich in electrons like the oxygen in the carbonyl group, when they take away the oxygen’s electrons, oxygen become deficient in electron ( lost its power ) therefore it will not be able to attack the carbon in the amide group ( inside the lactam ring), hence the effect of neighboring group on breaking & deactivating the b-lactam is minimized.
