A lot of people hate on Rod, but he was being completely honest and he did love his brother and children. He was not gaslighting or brainwashing Historia.
I'm not hating on him, but he wasn't completely honest. He saw first hand that his brother changed after becoming the Founder, so he likely knew that Historia wouldn't be able to eradicate the Titains either. Or maybe he was just hoping that it would turn out differntly this time, idk

Not to mention, both he and uri agreed that things needed to change, it was only upon seeing that the founding titan enforces its will on its inheritors did Rod lose his mind. Not knowing the whole story behind the founding titan and being raised in a literal cult, he came to the conclusion that its simply how the world had to be. All things considered, Rod is one of the most honest characters in the entire series, extraordinarily so
