Yes, there is no rubber vacuum line connected to the vacuum advance mechanism on the side of the distributor. If this was deliberate, the thought might be to hold back the timing a bit . . so that it doesn't tend to "ping" as much on today's gasoline. It was not at all unusual for even a top-line car to NOT have A/C, like this one. I've owned six of these '60s Imps. The most frustrating thing is the water leaks into the body around the base of the rear window . . not on dry-climate ones?

@mrbrandon71 Not to be a jerk but it was a man named Elwood Engle who designed the Lincoln Continental and the 64-66 Imperials (along with the turbine car, 59-62 Galaxie's Thunderbird's and several others) Chrysler stole him away from Ford in 1963

Is the vacuum hose missing off the diaphram on the distributer?
