Well you are absolutely right. But why will anyone open an office spend capital on rent electricity and salaries. It's on a customer's bargaining skill how much he or she can save. But when someone takes the entire building for sale then they get brief about how the construction is planned and it's quality. People pay prices for not cross validating and doing basic checks.
