Does this extension introduce the developer to the latest C# features? I know Rider is pretty good at suggesting refactoring using latest C# features. I'm hoping this tool can too so I can stay with Visual Studio

Good video on features of this plug in. I believe they make plug in for visual studio for a very long time at the beginning. I have used them before along side with coderush from Devexpress and Resharper from Jetbrains. One thing is you should only have one of such tools installed inside visual studio else there will be conflict on the same features. By Comparison Resharper started as the same position as visual assist as small and nimble but I believe Resharper has become the standard for visual studio plug in. Coderush came out strong but fade away in recent years.
