I don't know if this is what the questioner was thinking, but even after Vodie said he hadn't heard it on TH-cam.... I think I heard him talk about it at a Masters University chapel service. That would have been on TH-cam as I have never seen or heard him first hand. Here's what I'm thinking now. When he told the story about his mother, I don't think he was giving a "testimony" per se.

We love you, little Johnny, but we accept the fact that God might not love you, and that He may have plans to send you to hell for your future sins. If you do find yourself one day burning in hell because He hasn’t elected to save you, just remember that we will always love you, even if God hates you. Take comfort knowing that we are not like God. We will be in heaven forever only because we were unconditionally chosen for salvation before we were born. He’s correct about the Federalism of the US that saved many but we see the repeated laws put out by the federal administration that are expressed anti Christian from an administration run by psychopaths and lunatics. They are trying to entertain people into the Kingdom, or teach them the 'works'.
