Yes, perhaps fathers would tell their sons of what they learned and the trials they faced. Perhaps generals would take their successors with them in battle, schooling them in warfare first hand on the battlefield. But what many of these men do not consider is that much of what they know is limited to their experience. Their answer is not always the right answer. Their situation is not always the same situation. And as such, what works for one does not always work for a second. That is not to say some civilizations did not come to start to understand this. I very much feel it is possible the Romans did, as their emperors did not come from birthright but earned their place as the heir by showing they were capable. There are probably other civilization who also choose to do this, but for now, the Romans are the ones I know the most about, thus are the subject of my example. But the majority of civilizations did not even appear to understand this. At least, not from what I know of history.

Lastly (after the 200 AD) generals elected themselves as emperors, this brought the system to the collapse and ultimately to the downfall of Rome

I feel that there is something so powerful in this music that describe really well the fall of an empire. It might be just me but, from the start till 0:45 it feels like a remembering of the good old days, the golden age of the empire when the borders reached where all the lights touched, when no one dared challenging the army of the empire, when all the poeple within the empires prospered with wealth and joy. Then after 0:45 it feels like a little mocking of the empire as if it was saying and now every thing that remains is in the ashes. Did you really think that you were gonna last forever? And to add more salt to the wound at 2:14 it feels like a denouncing of the empire, as if it was saying look all those blood you spilled for your empire to prospere, look at all the poor souls you butchered during your conquest, you feel bad about your empire falling apart but i doubt you even cared about the life of those whom had to be sacrificed. just in case someone read it thanks for paying attention just wanted to share my vision on this music.
