I like to imagine that these are all connected in some way. Like some kind of alternate reality where two new species exist, Skitties and Listeners. The Skitty has some random role, or there could be an entire breed of headpat dealers, and in one way or another, the Skitty and the Listener cross paths, ending up forming a somewhat symbiotic relationship with each other.
Technically the dealer still needs to be talked to, because the human took 3-4 times what the dosage was supposed to be and still didn't wake up that much after what the dosage offerred!
