If you don't want demarcation from Leh district then you have to live in concentrated in Kargil district and planing funding and cadre will be based on district this means 40% population of Ladakh will concentrate in Kargil getting 1/7 share of funding and job opportunity so you leaders are preferring your councillor seat not preferring future of of generation
