I do a lot of balloon decals since I'm into balloon decoration business. When it comes to helium balloons, just keep them between your knees while applying decal, or keep them between your stomach and a smooth surface object, furniture or something. No need to tape balloon to any object or surface. They do not pop that easily as most people believe.

You would be best to measure your balloon as balloons are all different and different shapes even when inflated
