The reason why Katara was confused was because they were about to fight a war and it didn't feel right to start something, which makes sense that after the loss of her mom, she has her walls up and is afraid of losing people. But it didn't happen overnight. It was slow and steady. A slowburn if you will.
That comic has some scenes really in character. Like when Sokka is about to make a certain sexist comment and gets demolished down to the atomic level by Suki. I couldn't help but read that in voice.

Aang obviously had a crush on her and practically worships her but there wasn’t really any signs of her returning that feeling. Possibly they weren’t planning on making it a real relationship since it’s technically a kids show and all that. However by season 2 the tone of the show shifted and became more serious, including the relationship aspect. I don’t really mind the age gap though, it’s rare to see younger boy older girl relationships in shows anyways, so that’s a nice change from the norm. Though obviously, technically Aang is much much older haha.

Honestly, the series wanted to give Katara and Zuko fans so much hope that they ended up messing the obvious plot of Katara and Aang. It really upset me because, from all the great things from ATLA, this was one of those annoying almost loose ends, because doesn't matter that they kissed in the end, they had several cringe scenes just because they didn't want to be decisive about it. - black sun day when Aang kisses Katara before going after Ozai she kind of looked bothered by it; - the play kiss following by ignoring a possible weird interation between them; - the whole cave plot that started/implied *something* just to ignore all of that in the following episodes; They failed to write the transition from friendship to a childish crush, it does seems so one sided so many times that I honestly just don't know how I even ended up liking them together (not that Katara and Zuko was a decent idea, people only ship it because of the "bad boy" and "enemy to lovers" cliché and the episode they went after that guy).
