If you try to understand with an open mind its easy. Today's Delhi is not the Delhi which the previous 9 rulers made it. It is what the Mughals built, the British plundered and post independence the ruling party developed. What does establishment mean? it is not only people living there but also how the new city, food, craftmanship, roads , public places etc are designed/developed and you cannot deny the fact that every ruler contributed immensely to their capital cities and gave them a new look.
