Yeah, it's a cultural shift. The visitors who are doing this are new to camping, and don't know and/or don't care. I think it's a new normal, for many of them, they always do it that way for every trip to the forest they make. A grant to provide funds, to give locals a free pass so the landfill doesn't charge them for bring this stuff in. That would be a good start. The facts are obvious, if you live up there, you know, animals will tear those bags open and spread the contents ALL over, if you don't grab it quick. How to instill pride, a sense of responsibility, and good manners into people who lost them...I don't know.

Back in the day when I lived in Sierra Vista Arizona, Dennis Brandolino what's the lead Ranger at the Coronado Ranger District. I was out riding with him one day installing signs in Miller canyon at the turnouts and the camping areas telling people that was no trash pickup no facilities for it. Pack it in pack it out. Took us about 2 hours to make it up to Miller falls, which is an awfully beautiful overlook! So we came back down and the very first time we pulled in at the very first picnic area at the base of that sign was a bag of garbage! When I leave a campsite, you never know I was there.
These are not natives from the Pacific Northwest. The State needs to close these camps down or hire people to patrol the areas. Just ridiculous to allow this to happen and it is not the residents job to clean up and pay to dump it.
What makes you think they aren't natives? I've seen people dump trash right out of their lifted trucks as close as highwy 9 and as far as White Pass. Some people are inconsiderate

Every single outdoors area from my childhood is polluted or destroyed by traffic. If you want to get any where close to "away" from people you have to risk getting your car windows smashed out in a discovery pass parking lot.
It's very strange to see people blaming "seattle people" for this, when anyone who does even a moderate amount of camping will tell you its the raised truck driving, tallboy swilling, tobacco spitting "truck nuts" crowd who tend to be this inconsiderate.
It's really not.. I've watched people do this and their mentality is " I do not want to put TRASH into my car " and they say it is the campgrounds "fault" for not providing dumpsters or working bathrooms for their behavior..

I live in the SoCal mountains. Men throw water bottles of urine out of car windows for someone else to pickup. Also allying the freeway, just throw bags of camping trash out the window. They also ditch old RVs and boats.
They should close all state mountain parks for 10 years except for logging. Keep the real predators from accessing our beautiful forests and trying to make it look like their bedrooms.

Seen 1000x more of this in rural Peirce, Kitsap and Snohomish counties than Seattle. Seattle isn't clean sure, but step outside your car anywhere near the columbia bridge on 90 or the gorge, beer cans, spit bottles and worst litter the road.
The problem time is seven days a week, and national forest and wilderness areas have hundreds of miles of roads, dozens and dozens of remote parking pullout, and trailhead parking lots. It is going to take a huge effort.
I agree with no littering. But banning camp fires is like saying you can't make smores. That isn't ok. Camping involves a camp fire. A tent and wilderness.
Fire danger is a very real threat. To the forest, to homes, and the lives of both human and animals who live in the forest. You can make s'mores over a butane or propane cook stoves just fine. Those idiots who light campfires during high fire danger season are engaged in dangerous behavior. That they are unaware of how extreme the danger is, in not an excuse. That behavior is very dangerous, wildfires will explode in dry conditions. Don't be "that guy". Don't burn down the forest.
I never follow fire bans because I have never left a fire unattended and or started a fire by accident. If you use common sense a fire is possible anywhere.
Do you bring a domed mesh cover for every campfire? Those embers that float up, up, and into dry fuel are the problem. Do you keep a bucket with a minimum of three gallons of water at standby, at all times? Most important, are you alone? You breaking the rules, it gives all who see you do it tacit permission to do the same. You may be perfectly safe, the way you do it. But others are thinking, gee it must be OK to have fires, others are doing it, even with all these signs saying not to. These other people will not be as careful as you are. I can absolutely guarantee it.
