Hey at least there ARE locals cleaning it up. Here in Alberta it’s just indifference, if people leave a massive fricking mess others just turn a blind eye because “ it’s not their problem “. Sometimes I spend hours at my local campsite picking up garbage before I can even set up camp and relax. Out in the wilderness it’s just as bad…

Yeah, it's a cultural shift. The visitors who are doing this are new to camping, and don't know and/or don't care.
I think it's a new normal, for many of them, they always do it that way for every trip to the forest they make.
A grant to provide funds, to give locals a free pass so the landfill doesn't charge them for bring this stuff in.
That would be a good start.
The facts are obvious, if you live up there, you know, animals will tear those bags open and spread the contents ALL over, if you don't grab it quick.
How to instill pride, a sense of responsibility, and good manners into people who lost them...I don't know.

Back in the day when I lived in Sierra Vista Arizona, Dennis Brandolino what's the lead Ranger at the Coronado Ranger District. I was out riding with him one day installing signs in Miller canyon at the turnouts and the camping areas telling people that was no trash pickup no facilities for it. Pack it in pack it out. Took us about 2 hours to make it up to Miller falls, which is an awfully beautiful overlook! So we came back down and the very first time we pulled in at the very first picnic area at the base of that sign was a bag of garbage!
When I leave a campsite, you never know I was there.
