Well I think PB being "13" is less about her age in numbers and more about her body's physical and mental age. She clearly has the body of a child and her mental maturity also appeared to be reduced to that of a child. To be fair, he never really liked PB personally. Based off of his backstory, we know that "Betty" was his "Princess". He latched onto this idea, his last memory of the person he loves being a Princess to him. So, to try and fill that void, he kidnaps princesses in hopes that he'll find *his* Princess. The most he does is make them listen to his stories. He never asks for payment, hurts them(purposefully) or sexually abuses them. Hell, if they weren't there against their will, it kinda seems like he treats them like friends. So when he sees PB as a kid, there's no way he's gonna continue pursuing that.

To be fair, he never really liked PB personally. Based off of his backstory, we know that "Betty" was his "Princess". He latched onto this idea, his last memory of the person he loves being a Princess to him. So, to try and fill that void, he kidnaps princesses in hopes that he'll find *his* Princess. The most he does is make them listen to his stories. He never asks for payment, hurts them(purposefully) or sexually abuses them. Hell, if they weren't there against their will, it kinda seems like he treats them like friends. So when he sees PB as a kid, there's no way he's gonna continue pursuing that.
There was that one episode Ice King forced a princess to marry him with a cursed ice ring. He ended up marrying Jake at the end. But I feel like Ice King gradually began mellowing out and tried to socialize with those around him better
