Woww! Your interpretation is extremely true! I am from varanasi and the tourism industry has exponentially grown in last 3-5 years! But challenges are still there because city is really messy and congested.
Regarding real estate investment purpose allahabad(prayagraj) is way better because of trafficless broad roads presence of several head quarters etc
