Ya i could able to get Referance From option in osnap menu .. but it's not asking for any base point and offset ... it is just displaying this .... Specify center point for circle or [3P/2P/Ttr (tan tan radius)]:

When you use SHIFT + right click do you get the osnap menu ?

A great tutorial but i don't understand why you have used the limit command??!!!!
Limit command is used to configure the screen to accommodate the object . Its not mandatory . Instead you can use zoom and pan commands

Why did we draw the rectange from any random point
Since the co-ordinates of the rectangle is not given you can choose a random point.
so we don’t care about the 28 and 25 dimensions on the right side ??
