If your ultra is an antiair one (like Hakan's U2), it will never beat any ultras that are not airborne. No. It depends. Even if the exact same 2 characters use the exact same 2 Ultras, timing plays a factor, spacing plays a factor. If you'd like to see what I mean - look at my video "Sakura wants to know who your Daddy is" Dhalsim VS Sakura - I've yet to recreate that outcome even in training mode

Not really. Hakan's U2 has like a million active antiair frames and a huge hitbox. You don't have to time it at all.
