For foreign beggars myanmar , rohingya , Cambodia immigration dept should sent them back , except for Rohingyas UNHCR should be the one to take charge . If they are locals they should be sent to RTG KL .The thing is that those authority concern adopt a wait and see attitude UNLESS it is viral then everyone moves their heavy asses.
