It’s not that she had indicated she had gone over budget it’s that she has manufactured a situation where she has influenced other clubs to bid to coerce her own club to up an offer or pay more money to get something over the line. There is a dishonesty about that and ultimately whose to say the selling club wouldn’t have accepted the lower offer further down the line.

Simon was actually brilliant here; not the fact that he took her to business school in the first few minutes.
But by about the 13th minute; he’s actually realised that she’s opened a can of legal worms & is effectively incriminating herself and opening herself up for a legal investigation by not only his majesty’s revenue and customs; but also her former employers avenues to sue her.
He realises this and shepherd’s the conversation away from what she originally said. A true class act from Mr. Jordan.

She has confessed live on air to 1) price fixing, and 2) betraying her owners trust. The first is against the law (Competition Law) and the second shows a complete lack of commitment/integrity towards her employer. The FA’s Compliance Officer should now investigate her for #1 and no club should ever employer her as a Director of Football again for both #1 and #2. You are not allowed to discuss price negotiations with competitors.
It's not price fixing. How is the valuation of a player determined? Out of thin air. It is determined by what another club is willing to pay. So, if she bids 200,000 for a player the selling club will reject because they "think" she is worth 270,0000. Her owner is only willing to give 220000. So she rings another director to bid informally for say 210,000 and if they reject it, she knows the player is not worth less than 210,000, so she informs the owner about this and asks if they can bid 240,000 or 250,000. The owner obviously has to agree or disagree in the end so its not betraying their trust as the original budget offered to the director for the player wouldn't be enough and would've been rejected! The club she asks for the favour probably wont be interested in that player, if they for some reason accept the 210,0000 offer from the other club then they know the selling club were just trying to screw them. The only entity with manipulation power in the entire situation is the selling club! There are plenty examples of this in transfer history. There's no way players like Enzo, Maguire, Antony, Pepe were worth what they were sold for. There was a lot of market manipulation from the seller.
It's like buying a second hand car from your uncle. Ask your mate to see if the value is really worth 5000 or if the owner is just ripping you off because he knows you're rich.

You do know the bid isnt binding? Once the bid is accepted, the structure of the payment of the transfer has to be discussed. Man city could conceivably have a bid accepted, piss around for a week on terms with West ham and just say, im not buying. We are also excluding the transfer breaking down on contractual terms with the player. Thats how bids work.....

If Arsenal were bidding 80m and City offered 90m, West Ham would obviously focus their attentions on City and try work out a deal and tell Arsenal they were outbid.
Then, using your example, City faf about for a couple weeks and end up pulling out of the deal.
With the amount of cost, effort and time wasted for the selling club, the likes of West Ham, and a lot of other clubs watching, would literally never do deals with them again.
