There is extensive unused content for the humans in this game which is why the Human Mod works in the first place. There are unused units and all the buildings have build animations. Going off your comment about The War of the Worlds, in the book concentrated artillery barrages could take out small groups of walkers and, if I recall, so could enough gunfire from ironclads. Problem is, it took a lot of shells to do any significant damage, meaning that by the time the second barrage was ready to fire your cannons were dead. I think the story took place between 1888 and 1895.

I once used Moore and his squad to attack the walker before you get to Fort Mcnair and destroyed it with Moore. His mini-gun is *VERY* good against hard points. I think I also encountered a secondary walker after I activated the base and I was able to destroy it as well by making my Apaches focus down the healing Saucers before using them on hard points with the rest of my army as their guns are also very good against hard points. Unfortunately, doing this makes the mission unwinnable and no further progress can be made after you kill the walkers. As only a few more Hierarchy forces will spawn from the right side and after you kill them, there's nothing else to fight or come against Fort McNair. This mission is nice but far too scripted as the only acceptable outcome is for the humans to lose and Novus to arrive. But killing the walkers is possible but you have to trigger the encounter by going to the top of the map with Moore first. If you wait until after you activate the base, the walkers have invulnerable hard points making destroying the one coming at your base impossible.
