The Greatest Weather forecast of all time

The Weather can be unpredictable but this Weatherman braves the storms and gives such a great forecast that the time travelers decided to travel to the past to invent a thing called a "Record Book" for magnificent people and events. They did this so that one day when this Forecaster forecasted his great forecast he could go forth to be unforgotten as the Foremost Forecaster in all of Forecasting as stated in the Forward of the Forecasting Record Book.
Or so they say.
