We have taken the patients of cancer with risk present and risk absent. Patients without cancer are not taken

Yes it's possible. For that you have to take history of exposure property. it may result in recall bias. It will be retrospective cohort study.

Why do we measure attribute ratio?

To measure at what extent risk factors are responsible for the occurrence of disease.
So if we eliminate that risk factor, (AR) percentage of cases are reduced from the community.
