The Gateway Destination is such a unique and cool vintage PC. It really shows what people did with them if they used it as a Media Center back in the 90s with a built-in TV tuner card and everything.
The most likely reason why the computer won't turn itself off after Windows shuts down is because power management is not enabled in the BIOS settings, same reason the "Stand by" option isn't in the dialog box. This definitely looks to be an ATX computer, so it should be able to power off via APM if you enable it.

Wow that's weird adlib emulation where some instruments seemed to be off pitch and others sound at the normal pitch.
