One issue: Zelda is a princess, and hyrule appears to be an absolute monarchy. She doesn't pay taxes, she gets paid BY taxes and then decides where the money goes.
She mentioned that there are limits to her power, implying some kind of parliament or other legal or moral restrictions to using her power to bail Link out.

1 there's only two educational institutions in the entire kingdom And that's only if you count the gerudo region as part of the Kingdom.
Which to be fair it's technically its own separate kingdom making hyrule an empire. One of them barely counts. What's destroyed in is now run in a cave the other counts slightly more but both of them are volunteered. In what do you mean there's a limit to your power?
