What happens if the rocks are stuck in the dirt? My house has rocks in front and I made a little area kinda clear but the rocks are stuck in the dirt. Do I wet it?

I'm stuck with the same problem. Previous owner put gravel on everything, remodel contractor took out the plants not the rocks, and it's been a wasteland since. I started planting a few native shrubs but every time I dig, it's 80% prying out rocks. The shovel hits them and I usually have to wiggle them out by hand, although if I'm lucky, I find a gap to wedge the shovel in and loosen it a bit more
