It seems like the 49ers do that and more years than not it results in them scrambling (pun intended) during the year to replace starters vs if they got hurt in the pre-season they would have time to rework or not cut players they want to keep. My belief is practice time is more valuable. At least the backups are getting reps in the preseason games that they don’t get during training camp.
BA and Jauan will step up as well as Mason. Need to see the rookies. Cowing looked good in the preseason, hopefully he can show it again

No. The NFL can’t regulate how each team decides to best-prepare for the regular season.
