Perhaps there could be a system where the algorithm automatically scans the videos, and if a video is dinged, it's sent to an employee for review, before it's taken down. Just a thought, idk though

You got lucky thats yours was only disabled for like a day because his channel was disabled for 3 months, but it’s been 6 and it wasn’t brought back.
No, I think there is a necessity for TH-cam to step in sometimes. The question is how to do that when you have so many people creating videos that it's unreasonable to expect a dumb automated system to figure it out.
