My head-canon is that originally the eyebrows were evenly mirrored like the "toy-mode" face in the movies, and someone up the ladder at the toy company said "that looks creepy, change it" because they didn't understand it's a facial expression from the films,
Makes sense to me. I feel like Disney doesn’t want us to have a fully movie accurate Woody for some reason no movie accurate Kermit puppet exists, they don’t want anyone to properly replicate what they own.
