The reason being that if the engine revved past rated rpm (so 2200 in this case) the blower would fail and destroy the engine. The first type spun 10 times faster than the engine which is why they never tested it past rated rpm. Luckily no other Detroit used them so you're kinda right.
The procharger would probably win out on a flat surface or shallow inclines since it's making well over 10 PSI over the turbo setup, but the turbo is better overall for steep elevations since the boost delivery isn't dependant on RPM, just if the throttle is cranked.

Well the supercharger boost is directly affected by engine RPM, whereas turbo boost is controlled by exhaust gasses. Yes the engine looses RPM, but the gasses coming out are still enough to keep it spinning. Thats why it stays at 22.5psi. Even with less RPM (supercharged one did 4k rpm compared to the turbo with 3.5k rpm.) Its not about peak boost, but about consistent boost.
Turbo wins because the engine doesn't need to be at high RPM all the time to make torque, but I think a procharged diesel would be really cool.
Many old detroit engines in semis were procharged

Turbo has no parasitic loss. Procharged is driven by the engine.

the turbo is making over 100ft lbs of torque more than the procharger
But don't forget that a supercharged setup needs to make more power, because it has parasitic losses.
Model a whipple or positive displacement blower. It is very common for the 6.2/6.5L GM and builds fantastic torque.
