Usually the application is typed. Handwriting is usually required for the timed writing task that would follow accepting your application. As for the timeline, the faster, the better as you do not know how many people are applying at the same time. Usually centres would start with 12 candidates so if they have them, you might not have a seat for you.

You do not get it from a website. Every CELTA centre has its own application. Just go to the CELTA centre website and download it or ask for it.
