Adding base damage makes the hawkeye way better than the muck, adding crit makes the muck better than the hawkeye. So on Axton, Maya, and Gaige its more powerful. Also it has better mag and reload, helping the DPS
The only sniper I like to use for her is the Storm due to its splash damage. I do have a Save Editor which is the only reason I have a high opinion of the Storm. Otherwise, there is a reason why I love using Close Enough. My general aim sucks.

Storm is made for Catalyst Gaige, its orb damage and orb's DoT damage is based on gun damage, so any bonus to gun damage can boost shock DoT damage. With high Anarchy or (and) shield Amp can lead to insanely high incendiary DoT damage. At non-OP this build is very easy and fun to use, and insanely power.
Depends on the gun and your build. A few red text guns are part-dependent (like low pellet count shotguns, on the foregrip accessory), but for the most part, matching grip and not Jakobs stock is the only consistent advice.
The only thing I disagree with is that bolt action rifles are on this list. I go out of my way to get these because in my opinion it gives a better sniper vibe when using zero. I think the bolt action rifles are slower yes, but when I’m using a sniper rifle I’m either attacking one guy at a time or if need I will switch to my pistol when they get close.
Bolt actions are trash because they don't have higher damage, aside from the Buffalo and elephant gun. A green jakobs sniper is actually better for dps than a blue one.
To quote Marcus, "If it took more than one shot, you weren't using a Jakobs." I fucking love bolt actions. For me, it's mostly the ammo consumption. I don't like needing to scavenge boxes for ammo, so high damage per shot (compared to greens) with a slower fire rate means fewer shots to kill and fewer shots missed. And if you're not taking missed shots into consideration for DPS calculations, you're greatly overvaluing high fire rate (*cough* OnlyForCommenting *cough*).
Yeah, bolt action guns aren't too bad imo, as quite often they do have higher base damage then the semi auto jakobs counter parts. While it is true that the slower fire rate means that for those of us that have god like aiming skills and can make use of the higher fire rate of green and purple rarity snipers from jakobs, most of us (myself included) have to line up a second shot, and by the time you do that your bolt action is set or nearly set to fire, so you aren't losing out on much dps in total.
Without further ado it's worth mentioning that it is far more that this will be at first glance and on par with that is noticeably a controversial pick that again as is without a doubt to be fair to the developers that hopefully on the one hand that both this and that like most other making it difficult with the other problem being that it's worth mentioning that on the other hand that this is VinlycPumaGaming and ultimately it is fairly overrated and would be far better choices and can be obtained from any suitable loot source.
I have gotten 3 Pearlescent Drops in BL2 all 3 where Storm..... Like what is even the Chance of that.... But it still is my fav Sniper purely for the concept

The only deal-breaker for the Storm is the need for a Save Editor when using it. If not, it will be too high a level to have much value as it is shit by that level. If you could score the Storm at low levels, it would be epic.
no its not good at all it is one of the most disapointing sniper rifles in the game slow fire rate not compatible with zeros CA and its a blot action, mediocre damage out performed bu purple snipers and it takes many hours to obtain
The Cobra is a good sniper rifle for what it's supposed to be. Yeah, it's nowhere near good enough to justify its absurdly pitiful drop rate, but as a unique sniper rifle, it's not bad. Compared to a blue Jakobs sniper (as uniques are based on blue rarity weapons), it has better damage and 80% explosive splash with no other drawbacks. Just because it's outperformed by purple snipers doesn't mean it sucks. Disappointing? Admittedly. Suboptimal for CA Zer0? Undoubtedly, but that's hardly unique to it. But bad? No. It's not great, but it's not bad at all.
I actually Like both semi auto and bolt actions Jakobs snipers, the Slower RoF allows my bad aim to be more accurate instead of spamming with a Semi-Auto

While I agree with the E-Tech towards the end, I found a really good one early on (As you stated) and it was amazing. It was level 9, and i just went through the WEP, with a 700 damage skookum Jakobs (Green) with 13 shots, the E-tech was superior in everyway, and I'm a bit bias with Jakobs, i almost always choose Jakobs but this hypeeion had 274+ more damage, and 5 more bullets. But it does fall short with the reload speed, and i will have it as a tertiary gun until i get better weapons. Peace out and keep up the good work!
Figures the storm is number one on this list. Its been a while since I played BL2 but I have an op4 shock gaige build that uses the storm to great effect.
The main problem I have with the Elephant gun isn't the slow rate of fire, it's the barrel. Jakobs barrels have an iron sight built onto the end which makes aiming with the scopeless Buffalo/Razorback a lot easier. You can get pretty precise shots in with it even without a scope. The Hyperion barrel on the Elephant Gun doesn't have that, so it's harder to aim and make each shot count to its fullest since you only have the rail the scope WOULD be mounted on to use as a guide. The higher base damage of the EG doesn't count when you miss the crucial headshot.
I second this only manufacturer I prefer over jakobs is maliwan but jakobs pistols and shottys are the best bl1 masher unforgiven and sledges bl2 Maggie and striker tps boomacorn and luck cannon

What I want to see in Borderlands 3 is when we acquire a progressively rarer weapon, that that weapon gets progressively BETTER. There is nothing worse than acquiring a rare weapon you worked you ass off to get only to find out that it's a piece of shit compared to less rare weapons. Situations such as that make me want to move on to other games.
The problem is that white/blue Jakobs snipers should have a stat trade to compensate. If they offered higher base damage or crit in exchange for the fire rate it'd be more up to personal taste than an easy choice.
I may be annoyed that bolt actions are here (its fun enough) but at least we can agree on the Patriot. My defining memory of the Patriot is looking at its stats compared to my Lyuda and being all like “why the SHIT is this thing desirable”
9:34 since the Elephant Gun has such a low base fire rate, meeleing after shooting it will end up giving it higher firerate. And if you play Axton/Zero, you can use their swap speed increase skills to make it fire even faster by swapping away and back to it everytime you shoot it
I remember when I first got a cyclops in bl1, it was a white item so I think this was actually a pearl item before pearl items were their own quality. One day, the cyclops turned into an orange rarity weapon, pretty cool. Not a very good weapon but I always thought the scope zoom was cool
If you have a Save Editor and are a Gaige player, the Storm is a good sniper to have. The worst part is that you cannot get it until your level is too high for it to rate as more than shit. If you gib it in, Gaige will make great use of it with Anarchy because the accuracy takes a hit as she gets more stacks. Que the part about splash damage. The Storm affords a good bit of fudge room on those shots. That makes the Storm the only Sniper worth using on Anarchy Gaige as long as you don't use her Class mod that allows 600 Anarchy stacks. At that level, you have to aim at the ground with a shotgun with maximum Close Enough to hit enemies nearest you OR fire a Norfleet and hope you can survive. You get 1,050Xs base damage but hitting your target without nuking yourself is a bitch!
BL1 had Hawkeyes. They were made by multiple companies, always purp, and were rarer than most Ledges. The best (imo) would be an explody 3-sh0t Maliwan version w/barrel4. Same for the Cyclops (3-sh0t, explody, barrel4). I refer to explody-go-nuts sniper rifles as "payload rifles." The Surkov always has barrel2, but otherwise the same standards apply (3-sh0t + explody). 8:33 "Scopeless sniper rifle" = safari rifle. Just call them "safari rifles" from now on because that's what they are. Personally, I like them. They seem like the sort of thing Sir Hammerlock would use since ir0n sights are more intuitive than scopes, allowing for greater situational awareness by keeping your peripheral vision open, while at the same time increasing the satisfaction of sc0ring long sh0ts like a true sportsman. 9:07 Whitting's "Elephant Gun" (which should be called "Whitting's Safari Rifle" since there are no elephants on Pandora) was fantastic for hunting spiderants, even at long range. It was especially fun to use with Mordy running a 5-line purple Sniper class mod w/ammo regen, most especially one made by Jakobs just to be thematic (even if not on an allegiance run). 11:26 I prefer ir0n sights over scopes for the same reason I imagine Hammerlock would (in my headcanon, that is). It's only too bad most of these no-scope "safari" type guns lack ir0n sights. I've never underst0od that. Even the Buffalo only has a front sight but no rear sight, and the front sight doesn't line up perfectly with the center of your view. It's slightly low.
I think the surkov was a bad choice because i found it good for no scoping for crits and because of the boosted fire rate and reload its good for pumpin more bullets out
I feel like all the pearlescent weapons were nerfed so they could have cooler effects, like the design team made a bunch of guns with good damage and crazy abilities and showed them to their boss and when the boss forced them to nerf the guns they couldn't change anything but damage
Like maby when they first designed the storm it had its effect on top of all the damage and splash of a malawian sniper but it was to good and they didn't want to rebalance the whole thing so they slashed its damage

Wheedle The only good any E-Tech sniper has is for re-sale. I'm also quietly surprised that The Godfinger isn't on this list, but I guess even the GF has some redeemable aspects to it. Not many, but far more than any on this list.
So when me and my Fiancé where playing borderlands 2 she found a purple rarity vadolth e tech sniper with full auto and a drum mag and slag and the rounds bounced it was the most insane weapon I've ever seen it did a lot of dps but went through so much ammo
I think the best way to redo the Storm is to a) make it available in all elements or as a pan elemental weapon and b) Give the initial nova much higher damage. And maybe give the orbs random chances to deal crit damage like Nisha.
I personally really like blue Jakobs sniper rifles, infact if I ever do use a sniper I only use Jakobs snipers, I like their high base damage and I like their design. I also just like older Winchester rifles and Jakobs reminds me of them... Wheedle.

Hence why if Gearbox does re release BL1, make Kyros and Typhoon respawnable, improve sniper physics, and make the Rider a drop from the Rakk hive after its quest.(of course if they decide to do that)
The variant of the Invader on Borderlands TPS I have fires explosive rounds and only fires one round at a time, it's quite a nice sniper rifle and works incredibly well for me even in mid / close range ranged combat. The eTech sniper rifles are pretty good however they become incredibly powerful if given to Maya especially if you have a Matriarch build, I have a Leeching Matriarch build and her damage output is greatly enhanced with the eTech sniper rifles.
Update for 2019, Cassius from the Lilith DLC drops g1 pearlescents with surprising frequency. Happy to report that I got a Storm on one of them so now I'm running around at level 76, trying my damndest to kill anything with it. Luckily, I playing as a melee psycho so getting my ass kicked is not incredibly bad... I'll also probably arm myself with a Logan's Gun and captain blades troll grenade for a suicide build....
The rider is better if you use a version that does elemental damage and use mortecai for bl1 sniper rifles, its not fair for sniper rifles in bl1 all because you use lillith, which she's geared around elemental weapons, mortecai is geared around sniper rifles, thus non-elemental sniper rifles would be stronger with mortecai. Otherwise good vid
I never had problems with Whitting's Elephant gun, then again snipers in BL1 didn't need accessories on the scope for damage, or any stat for that matter, aside from zoom level.
But like hypothetically, such as zero's cunning skill tree as it allows you to do massive amount of damage with the combination of the skill in that skill Tree such as death blossom, deathmark and two fang, as well aurelia's contractual aristocracy as one of the worst as it is limited to only coop game play unlike huntress and cold money

Nah-ah! Gaige sucks at using snipers. Her Anarchy cuts accuracy. Accuracy is everything for a sniper.

Until you get to UVHM and you no longer 1 shot enemies and they regen HP in-between your slow dumbass fire rate

I love using the storm when Im helping my lower leveled friends in they're games. Just fire 1 shot into a crowd and watch the enemies disintegrate

There is nothing worse than acquiring a rare weapon you worked you ass off to get only to find out that it's a piece of shit compared to less rare weapons. Situations such as that make me want to move on to other games.
The problem is that white/blue Jakobs snipers should have a stat trade to compensate. If they offered higher base damage or crit in exchange for the fire rate it'd be more up to personal taste than an easy choice.
I may be annoyed that bolt actions are here (its fun enough) but at least we can agree on the Patriot.
My defining memory of the Patriot is looking at its stats compared to my Lyuda and being all like “why the SHIT is this thing desirable”
9:34 since the Elephant Gun has such a low base fire rate, meeleing after shooting it will end up giving it higher firerate.
And if you play Axton/Zero, you can use their swap speed increase skills to make it fire even faster by swapping away and back to it everytime you shoot it
I remember when I first got a cyclops in bl1, it was a white item so I think this was actually a pearl item before pearl items were their own quality. One day, the cyclops turned into an orange rarity weapon, pretty cool. Not a very good weapon but I always thought the scope zoom was cool

No it's not.
If you have a Save Editor and are a Gaige player, the Storm is a good sniper to have. The worst part is that you cannot get it until your level is too high for it to rate as more than shit. If you gib it in, Gaige will make great use of it with Anarchy because the accuracy takes a hit as she gets more stacks. Que the part about splash damage. The Storm affords a good bit of fudge room on those shots. That makes the Storm the only Sniper worth using on Anarchy Gaige as long as you don't use her Class mod that allows 600 Anarchy stacks. At that level, you have to aim at the ground with a shotgun with maximum Close Enough to hit enemies nearest you OR fire a Norfleet and hope you can survive. You get 1,050Xs base damage but hitting your target without nuking yourself is a bitch!

BL1 had Hawkeyes. They were made by multiple companies, always purp, and were rarer than most Ledges. The best (imo) would be an explody 3-sh0t Maliwan version w/barrel4. Same for the Cyclops (3-sh0t, explody, barrel4). I refer to explody-go-nuts sniper rifles as "payload rifles." The Surkov always has barrel2, but otherwise the same standards apply (3-sh0t + explody).
8:33 "Scopeless sniper rifle" = safari rifle. Just call them "safari rifles" from now on because that's what they are. Personally, I like them. They seem like the sort of thing Sir Hammerlock would use since ir0n sights are more intuitive than scopes, allowing for greater situational awareness by keeping your peripheral vision open, while at the same time increasing the satisfaction of sc0ring long sh0ts like a true sportsman.
9:07 Whitting's "Elephant Gun" (which should be called "Whitting's Safari Rifle" since there are no elephants on Pandora) was fantastic for hunting spiderants, even at long range. It was especially fun to use with Mordy running a 5-line purple Sniper class mod w/ammo regen, most especially one made by Jakobs just to be thematic (even if not on an allegiance run).
11:26 I prefer ir0n sights over scopes for the same reason I imagine Hammerlock would (in my headcanon, that is). It's only too bad most of these no-scope "safari" type guns lack ir0n sights. I've never underst0od that. Even the Buffalo only has a front sight but no rear sight, and the front sight doesn't line up perfectly with the center of your view. It's slightly low.

I think the surkov was a bad choice because i found it good for no scoping for crits and because of the boosted fire rate and reload its good for pumpin more bullets out

I feel like all the pearlescent weapons were nerfed so they could have cooler effects, like the design team made a bunch of guns with good damage and crazy abilities and showed them to their boss and when the boss forced them to nerf the guns they couldn't change anything but damage
Like maby when they first designed the storm it had its effect on top of all the damage and splash of a malawian sniper but it was to good and they didn't want to rebalance the whole thing so they slashed its damage
I just got a new purple weapon from the golden chest, tried it out in sanctuary, thought, "Wow, this gun is pretty neat, im bored though, ill watch some videos!" Opened this video, and the first thing I see before the countdown is that weapon, and I just went: OOOFFF

The only good any E-Tech sniper has is for re-sale. I'm also quietly surprised that The Godfinger isn't on this list, but I guess even the GF has some redeemable aspects to it. Not many, but far more than any on this list.

So when me and my Fiancé where playing borderlands 2 she found a purple rarity vadolth e tech sniper with full auto and a drum mag and slag and the rounds bounced it was the most insane weapon I've ever seen it did a lot of dps but went through so much ammo
Ye the Moloko (the Vladof e-tech sniper) is good and has ridiculous dps, but ammo consumption and recoil to match.
On earlier play throughs, I think the storm is really fun. I used it for a solid 5-8 levels after the loot midgets

Actually the longbow was intended to be a etech but a glitch in the game's code makes it legendary
I think the best way to redo the Storm is to a) make it available in all elements or as a pan elemental weapon and b) Give the initial nova much higher damage. And maybe give the orbs random chances to deal crit damage like Nisha.
I personally really like blue Jakobs sniper rifles, infact if I ever do use a sniper I only use Jakobs snipers, I like their high base damage and I like their design. I also just like older Winchester rifles and Jakobs reminds me of them... Wheedle.
I’ve said it once, and I’ll say it again: If they would’ve made the Storm function more like the Orion sniper rifle from BL1, it would actually be amazing.
i think we can all agree that the buffalo is the best sniper in the game cause gotta love the iron sights and you got it from dukino and who doesn't love him
Hence why if Gearbox does re release BL1, make Kyros and Typhoon respawnable, improve sniper physics, and make the Rider a drop from the Rakk hive after its quest.(of course if they decide to do that)
funny.. i enjoy using the storm. lol.. the mechromancer does decent with it. I also love the volcano.
Invader feels like poor use of the ammo really.
The variant of the Invader on Borderlands TPS I have fires explosive rounds and only fires one round at a time, it's quite a nice sniper rifle and works incredibly well for me even in mid / close range ranged combat. The eTech sniper rifles are pretty good however they become incredibly powerful if given to Maya especially if you have a Matriarch build, I have a Leeching Matriarch build and her damage output is greatly enhanced with the eTech sniper rifles.

Update for 2019, Cassius from the Lilith DLC drops g1 pearlescents with surprising frequency. Happy to report that I got a Storm on one of them so now I'm running around at level 76, trying my damndest to kill anything with it. Luckily, I playing as a melee psycho so getting my ass kicked is not incredibly bad... I'll also probably arm myself with a Logan's Gun and captain blades troll grenade for a suicide build....
If this wasn’t based on UVHM the storm wouldn’t be bad... it can group strip shields

The rider is better if you use a version that does elemental damage and use mortecai for bl1 sniper rifles, its not fair for sniper rifles in bl1 all because you use lillith, which she's geared around elemental weapons, mortecai is geared around sniper rifles, thus non-elemental sniper rifles would be stronger with mortecai. Otherwise good vid
I never had problems with Whitting's Elephant gun, then again snipers in BL1 didn't need accessories on the scope for damage, or any stat for that matter, aside from zoom level.

Cozmic Rebound there is no real worst or best skill tree as they ar designed to suit different playstyles
But like hypothetically, such as zero's cunning skill tree as it allows you to do massive amount of damage with the combination of the skill in that skill Tree such as death blossom, deathmark and two fang, as well aurelia's contractual aristocracy as one of the worst as it is limited to only coop game play unlike huntress and cold money
The rider is made for mordekai. Literally no one else. Its meant to be a semi auto rifle but was made a sniper for the extra headshot damage.
It's also an easter egg for the movie A Christmas Story. The BB gun that the kid in the movie gets for Christmas is called Rider BB gun. The christmas tree and the lamp made out of a leg that are in the room you get the Rider in are also easter eggs for the same movie.
