The jumpscare shows she does have teeth if you look closely on pause, but layer of fur and skin was blocking it so she did what she had to.

The fact hello kitty was actually a reference to greeting the devil and she was created as a deal to heal the original creators daughter and has no mouth because the daughter had a tumor and acted dark since and then she threw out the plushies which killed her daughter as a result of a broken wish tho. (The toys kept her alive)
