For the light cone in the shope, you can use it on robin since she needs a lot of attack, that's what I was using on her before switching to the bronya one
Actually, Mei can have a bit less BE. Even if not in a team with HMC, her passive raises everyone's BE including her own by 20%. So, you only need 160 BE and she's good, all that's left is speedtune her to your liking. Also that lc you just bought is Robin's f2p option if you don't have her sig lc. Technically Tinnyun can make a use of it too, but overall it's better to put it on Robin. Also also, if possible I'd advice putting Def main stat on the characters that are there just for buffing like Ruan Mei instead of Hp. Why? Because defense tanks more than HP. With high hp you can still be killed, but def should make most attacks hit less. Most people put hp since ig they're just allergic to def xD Because on a regular account, Def>Hp even more. Since then the healer has easier time healing the characters due to tell hp gap to fill with the heals.
Honestly, i think hp is fine, my Mei has like 5k hp, and when i was doing MoC my wining strategy revolved around boss hitting Mei with his ultimate, bc she was the only one who could survive it. If she was built def, i think my strategy wouldn't changed much, and there would be no difference in her survivability bc at the end of the day - as long as she tanks hits instead of other characters - it's a win for me. And after 10ish attempts i got the rng i needed and 36* it. Both def and hp are equal in my eyes. Oh, and i forgot to add that i usually use Luocha with her, and he doesn't care about hp pools of characters that much, bc his skill heals 6k i believe (never really payed attention, he heals a character to a full usually, probably overheals). But other people might think of using def instead of hp, if they're using different healers and struggle with healing massive pool of hp
