The theme is in sync with the movement of the Tardis

There was also a part that was cut out according to Russel T. Davies, which likely would have made the appearance of the logo be in sync too, but either way, it is what it is, it's nice to see what it would be like if the logo was in sync instead though even if it isn't how it is in the actual show.

The new titles are in sync with the music just not the way people prefer it to be "in sync".
If I had to guess, BBC opted to make the titles a few seconds shorter because of how much people's attention spans have been destroyed by short-form video content. They'd rather make a quick 30 second intro and keep viewers in the action than lose viewers because of a 50 second long intro.

It's a shame their names didn't sync up to the theme, but I don't think it works as well when it is tried to be put in sync.

@@FranciumBoron Somewhere RTD mentioned that a scene was cut, where the Doctor and Donna were shown hanging out of the TARDIS; I think taking that scene out completely messed with the timing of the music
