At the risk of sounding blasphemous, the style of this game really reminds me of Treasure. The wacky characters, expressive and quite detailed sprite artwork etc. 6:03 this boss looks like one of the minibosses from Gunstar Heroes. Oh and 6:56 this gave me bad, bad flashbacks of the auto-scrolling train level from that Buster Bunny game on SNES D:

Treasure had a budget though, and could ultimately execute their ideas well, except for sequels.
I always found it weird that a bunch of PS1 visual novels ended up on NA and EU PSN, Who knows what the what the criteria was for imports lol.
Seems that Sailor Moon and Jim Carrey with the Mask is in the Game :) Sooo maybe it is cool :) Also will u speedrun this game?
