Richard Hanna has already programmed an F1 game based on Lambourne Games board game “World of Motor Racing - Part 1”. It was published under the title “World of Formula One” by Richard’s Roo Games Company in 2003 for PC compatible computers.
I use a similar spreadsheet but printed out the drivers, tracks and charts. I'm playing the 2019 season and Ferrari team is 11 points behind the Mercedes team. Hamilton and Bottas have been dominant after 5 races. I find the game represents the drivers, teams, cars and tracks quite well where it's possible for certain drivers to have good days where they can dominate a race. The 1st race ran smoothly with no crashes or mechanical failures, the 2nd race had half the field knocked out with mechs and wrecks. You just never know what will happen race to race. The races do take some time to run depending on how many passes need rolled for and such. I have qualifying down to about 20 minutes which isn't too bad. The game is a much different beast from other racing games, I enjoy it.
