Sukuna is both a human and a curse, cursed in the womb by eating his brother and he was born as such(I think that his brother turned into a curse that fused with Sukuna so he is both human and curse). Kenjaku sought human evolution and he thought that only through curses human would have evolved(influenced by knowing Sukuna) so he tried recreate what Sukuna is by making cursed wombs(failing because he couldn’t get what Sukuna is). In the end he succeeded in making Yuji who is what Kenjaku sought to achieve with the cursed wombs because with Yuji he succeeded in recreating a being with the same potential as Sukuna, but he wanted more and he came up with the answer of making something outside his control(the merger which serves as a womb) by using Tengen(who was more curse than human because he couldn’t fuse with the star plasma vessel) humans and sorcerers.
I believe it’s because Yuji pities sukuna, and believes even though he’s done unforgivable things he still deserves a chance to feel what being human is like.
