Procedure is that first contact Amazon properly elaborate your issue, let them file a investigation, wait for the date given, most probably you will get a consseion, if you are a genuine customer so don't have to worry that much, if on the call back date you have been communicated that no refunds for the same ask why I am not being refunded, whatever they state the reason then proceed and ask for escalation for a supervisor, atleast 3 times when you will do the same they will connect you at third time, explain the issue to supervisor and hope for the best, if you don't get any proper response reconnect and do the same after a while they may disconnect your call after giving their side of resolution, but do stick to your routine and ask for a supervisor, at last if you have repeated 6-10 times atleast and don't want to move further then send them a legal notice to amazon by court recomend in only if product costs are more than 20k as court expenses might be higher than the product cost, wait for the response 90% they will refund as you have taken a legal step that makes clear that you are a genuine customer and thus you are struggling so much, as most of the fraudulent customers do not go this way, as they would not be able to work on the same if asked for.
