First step good. Others ehhh. Also you need to lose the end card with those 4 bloody popups, they cover what you're doing. And turn down your music.
Go to the same app information page, but then go to notifications. Then check that notifications are are on and switched to sound and vibrate, and not silent. This will enable the pop up notification type, which should be active.
Then go to Notification Categories, then go to incoming calls, and make sure that "show as pop-up" is active.
