The biggest thing he got wrong is that ISRO was never meant for national security. We dont look at space from national security lens like Pakistan. ISRO does military tasks but its a completely civilian agency meant to work for betterment of people and not only for military. Its a documented principle. BTW ISRO is planning to launch their first Solar mission Aditya L1 on 26th of august for study of Sun.

Correction:
ISRO came to life in 1967 but INCOSPAR was there since 1962. They launched the first rocket right next year after Rahbar-1 went to outer space.
India has NAVIC as their Global Positioning System which is pretty much working and being used by Defence, they have just sent over a new satellite which makes it easier for civilian use, without any new sensor requirement in the phones.
Rahbar -1 went to the space with the help of ISRO

NavIC (Navigation with Indian Constellation) means Sailor in Hindi, the Indian GPS system is already used by defence from 2016. From 1st April 2019, use of AIS 140 compliant NavIC-based vehicle tracking systems were made compulsory for all commercial vehicles in India. NavIC (GPS) is planned to be available soon for civilian use in mobile devices, after Qualcomm and ISRO signed an agreement.

Rehbar was a series of sounding rockets launched into the upper atmosphere by Pakistan's Space and Upper Atmosphere Research Commission (SUPARCO). Rehbar-I was the first rocket launched by SUPARCO, on 7 June 1962.In 1961, NASA realized that the Indian Ocean region was a black hole of data relating to the wind structure of the upper atmosphere which was badly needed for NASA's satellite/Apollo programs. NASA offered all countries on the littoral of the Indian Ocean help to establish rocket ranges in order to obtain such data on condition of fully sharing it with NASA. President Ayub Khan accompanied by his Chief Scientific Advisor Prof. Abdus Salam were on a state visit in the U.S. at the time. Pakistan seized the offer and Prof. Abdus Salam invited Pakistan Atomic Energy Commission's (PAEC) senior engineer Tariq Mustafa to join him in meeting with NASA officials in September 1961 to finalize the arrangement and Pakistan was the first country to take up the offer.

This fact actually is disclosed in the web series Rocket Boys but it was cleanly understand , that it was mainly to convince politicians in the opposition or else they would oppose fund sanction because the left wing also argued why a poor country like India needs a Space Programme .
Vikram Sarabhai was against India’s Nuclear Programme so forgot about ISRO being used for Military Purpose .

One correction though - Indian Navic is already incorporated in most mobiles sold in India and we have a constellation of satellites focussed on whole of south asian region. So slowly these Navic enabled mobile phones would find its way in the whole region. Less dependency on the whims and fancies of US defence organisations.

Satellites are not just national they sometimes serve multi-national interests.
South Asia Satellite -> India, Sri Lanka, Bangladesh, Afghanistan, Bhutan, Nepal, Maldives
There is Nothing as South Asian , There are Indians and Pakistanis don't club us with Pakistanis , Afghans and Bangladeshis.
