that's a broken LCD panel due to it being dropped or any number of things
That camera could have been dropped during delivery, resulting in the LCD screen failing, a ribbon cable being loose, or the circuit board being faulty. Dispute the credit card charge if they don't answer your query about a faulty item at arrival.
doubt it these little screens are pretty well packaged. it could be a dud. but yeah if they dont agree to replace or refund dispute the charge
