I had to look the slip rib up. I don't think it would be compared to that. With the slip rib, you are actually slipping a stich. And with this, there is no stitch but extra space, making a fake rib with the length of yarn that 1 blank stitch space allows for. I hope that makes sense.
I dontthink there's a way to replicate this in hand knitting. You would need to leave extra working yarn between two live knit stitches and it would be all about tension
